A response can admit a limit

After a presentation, listen to the whole question, identify its challenge and answer with relevant evidence. If information is missing, state the limit and explain what would help. Inventing a figure to appear confident undermines the argument.

For a question about how all residents feel, one supplied letter is insufficient. You can explain its value as one perspective and propose wider consultation.
